Measures on the Management of Project Bidding in AMESD, CUEB
Chapter 1 General Provision
Article 1
This Measure is formulated to make the project bidding of AMESD, CUEB scientific and standardized, and improve its research level and achievement quality.
Article 2
New thoughts, methods and interdisciplinary developments are encouraged in the execution of project bidding to advocate innovative, practical, open-minded and communicative academic atmosphere.
Article 3
The project bidding is open to all the faculty staff and postgraduates from both within and outside of CUEB and AMESD under the principle of fair competition and meritocracy
Chapter 2 Bidding, Application and Evaluation of the Bidding Projects
Article 4 The applicants of bidding projects shall meet the following requirements:
1) The person in charge must be politically mature and qualified for doing the research independently with adequate time while taking responsibility to undertake substantial research work.
2) The person in charge must possess senior technical professional title or relevant qualifications and have similar experiences of presiding over project researches.
Article 5 The bidding projects shall be applied within the scope of project funding as is clarified in project bidding guidance published in the year by the Academic Committee of AMESD, CUEB.
Article 6 To apply for bidding projects, the applicant must fill “Application Form for Bidding Projects in AMESD, CUEB” in honest manner.
Article 7 Project applications will be handled within three months since the start of project bidding. The project research period will last for a period of 1-2 years and the fund will be appropriated twice.
The postgraduates can apply for the sub-projects, with the implementation period of 1 year and corresponding fund.
Article 8 The bidding projects are examined, approved and evaluated by the Academic Committee of AMESD, CUEB. The Committee will give concrete opinions in terms of the significance of the research topic, its feasibility, budget rationality, work conditions guarantee, qualification of the applicants and so on. After the projects are examined, and approved, the person in charge shall draft project contract for funding from AMESD.
Chapter 3 Project Management
Article 9 The bidding projects are managed by AMESD, CUEB. The contents of management are:
1) Inspecting the progress and quality of the projects;
2) Supervising the usage of project funding;
3) Checking and accepting the finalization of the projects.
Article 10 During the execution of the project, the person in charge shall report the progress to the Academic Committee annually and submit annual work report to AMESD.
Article 11 If the plan needs to be revised or postponed during the execution, it shall be approved by the Academic Committee and keep record .
Article 12 For uncompleted researches before the deadline, the Academic Committee shall make disposal suggestions based on the actual situations.
Article 13 The projects shall be finalized within one month after the execution period. The person in charge shall accurately fill the “Application Form for Project Finalization in AMESD, CUEB” and hand in the final documents, including summarization, academic papers, research report, etc. In case of failure to hand in the documents on time, the qualification for project application in the future will be cancelled. The first author of the paper and works published during the research have to sign “AMESD, CUEB” or “Sponsored by AMESD, CUEB”.
Chapter 4 Transformation of Project Achievement
Article 14 The right of authorship of the research achievement belongs to the task force, and the copyright and right of use belong to AMESD, CUEB. And the bid winner shall not provide with these rights to others without approval, otherwise, AMESD has the right to retrieve the sponsoring fund.
Article 15 The research achievements of the bidding projects will be compiled into volumes and reported to relevant departments by AMESD, CUEB.
Chapter 5 Supplementary Articles
Article 16 If a single project is bid by less than 3 applicants, or the research outline of all bidders do not meet the requirements or emergency projects set up by AMESD, the Institute can implement entrusted research.
Article 17 The management of the entrusted project of AMESD,CUEB shall refer to this Measure.
Article 18 The Measure will go into effect on the day of promulgation. The power of interpretation belongs to AMESD, CUEB.
