Measures for the Management of Scientific Research Projects of AMESD, CUEB
Article 1 This Measure is formulated to strengthen the project management of the Base and inspire the initiative of researchers to strive for projects.
Article 2 The scientific research projects referred in this Measure include all kinds of vertical projects applied and undertaken by researchers of the Base and horizontal projects on exploration, consultation, transfer, service, etc.
Article 3 The researchers are encouraged and supported to apply and undertake research projects which adopt two-level system of the University and the Base.
Article 4 When undertaking the horizontal projects entrusted by other units, the Base shall sign contract with other parties according to regulations of CUEB. And the contracting parties shall submit one copy of the contract to the Scientific Research Office and Finance Department for record keeping.
Article 5 Only achievements of a registered horizontal scientific research project can be calculated as values for quantified assessment of the scientific research projects, and form the basis for professional title evaluation and computation of work load.
Article 6 Management and Utilization of the Fund for Scientific Research Projects
1. Project fund falls into the uniform management of the Financial Department.
2. The project fund adopts project-person-in-charge system under the principles of “improving efficiency, simplifying procedures, and facilitating research”, and can be reimbursed by Finance Department with the signature of the person in charge.
Article 7 One cannot revise the research program once the project is approved of the contract goes into effect; if the revision is necessary indeed, one shall deliver written application according to relevant regulations of CUEB and project approving departments for approval.
Article 8 The person in charge must strictly fulfill the project contract, organize the members of the task force to launch their researches based on the schedule and quality requirements. The responsible party will take over the due obligations in case that situations such as failure to retrieve fund, deficit or law dispute occur in the horizontal research projects.
Article 9 The project person in charge should accurately report the project progress and fund using annually and conduct mid-term or annual inspections based on the requirements of project-approving sections during the research.
Article 10 The projects cannot be closed until its research results are reviewed by the experts. The ways of review is excised based on relevant regulations of project approving departments.
Article 11 After the projects are closed, the project taskforce shall submit the whole set of materials for conservation, including the expert opinion or the project closing certificate, alone with the application letter, TOR, contract, project approval certificate, final report and research achievement; at the same time, submit an introduction to achievements with about 3000 words for publicity on campus website.
Article 12 The Measure shall go into effect as of the day of promulgation.
