Regulation of AMESD, CUEB
  
This Regulation is formulated based on the rules and regulations of CUEB and the situation of our university in order to enhance construction of AMESD and its scientific management level.
Article 1 Management Mechanism
1. AMESD adopts Dean- Accountability system under the leadership of CUEB.
2.The university authorizes the Scientific Research Office to guide and assess the academic activities and scientific researches of AMESD.
3. AMESD has the autonomy to arrange scientific researches, to recruit full-time and part-time staffs (including administrative staffs and document management staffs), to make internal distribution policy, and to implement independent fund accounting.
4. AMESD is allowed to recruit and foster Master and Doctor Candidates with full or relative independence.
 
Article 2 Construction of AMESD
1. AMESD is a substantive research organization directly subordinated to the university, set independently and parallel to other departments. There are the Academic Committee, Administrative Office, Data Office and several research centers set under AMESD. Research centers will be kept stable while will be adjusted a little with AMESD’s development.
2. AMESD should contain no less than 7 full-time researchers, no less than 2 full-time research secretaries and document management staffs.
3. AMESD should possess independent rooms and equipments for administrative affairs, experiments and documents storage.
 
Article 3 Responsibility, Authority and Accountability of the Dean
1. The Dean of AMESD can be recruited within the campus under the principles of openness, fairness and competitiveness, and will be recruited domestically and abroad when conditions are ripe. The Dean has a term of 4 years with no more than two terms. The rules of recruitment are formulated by the Academic Committee of AMESD.
2. AMESD adopts Dean-accountability system and general and democratic centralism in confrontation with big events and the decision is made through discussion of the Committee of Administrative Affairs or the Academic Committee of AMESD. The dean’s obligations are:
ž   Organizing, formulating and implementing the plans of short-term and long-term and approving research projects under the guidance of Academic Committee;
ž   Recruiting directors for research centers and offices;
ž   Taking charge of daily operation; raising and approving the funds within the permission of financial regulations;
ž   Hosting regular conferences to deal with important affairs;
ž   Making suggestions to the university on construction of institute, construction of subjects, course exploration, construction of teacher staff, talents fostering, etc;
ž   Obeying relevant rules and regulations as well as corresponding procedures within the university when exercising these obligations above.
 
Article 4 Management of Internal Personnel
1.     The Recruitment and Functions & Power of the (Standing) Vice Dean of AMESD
1)    The university can appoint or recruit 1 or 2 (standing) Vice Deans based on the need of AMESD to assist the Dean with his/her work and exercise dean’s obligations during his/her absence. The Vice Dean is required to have senior professional title and will sign the employment contract after recruited or appointed by organizational department of CUEB.
-         Assisting the Dean in his/her management of AMESD according to the contract;
-         Excising the function to manage and deciding on relevant affairs of AMESD within the authorization of the Dean;
-         Managing AMESD issues in place of the Dean under his/her entrustment during  unavoidable absence of the Dean;
 
1)    The Directors of the secondary research centers are recruited publicly by the Dean and are required to sign the employment contract.
2)    The responsibility and right of the Directors of Research Centers:
-         Hosting academic activities and taking charge of the daily management of scientific researches within the centers;
-         Drafting the planning of research orientations of the centers under the authorization of the Dean;
-         Hosting and designing annual key scientific research projects for the research orientations under the authorization of the Dean;
-         Preparing for the project applications such as National Natural Science Foundation, National Social Science Foundation, key projects on Humanity & Social Science of Ministry of Education and other major projects related to the research orientations under the authorization of the Dean;
-         Supervising full-time and part-time staffs, assessing their work performance and reporting to the Dean with suggestions on rewards and punishment;
-         Reporting the scientific research work to the Dean or responsible Vice Dean regularly, submitting written reports on the works within the offices at the Dean’s Official Conferences.
 
3.     Recruitment and Functions & Power of Full-Time Staffs of AMESD
2) The full-time staffs should work no less than 6 months in the Institute every year.
3) The responsibility and right of full-time staffs:
  - Accomplishing scientific research tasks within the specified period by the contract;
  - Spending scientific research funds provided by the Institute according to the financial regulations;
  - Having the right to use office equipments and research resources such as office, telephones, computers, network, book documents, etc;
  - Making suggestions on scientific research planning, management regulations and daily work within AMESD.
 
4.     Recruitment and Functions & Power of Part-Time Staffs of AMESD
1) The part-time staffs are recruited publicly by the Dean according to project settings, and are required to sign the employment contract.
2) The Institute will recruit well-known scholars worldwide in order to improve the quality of research of important projects. The part-time staffs should work no less than 1 month in the Institute every year. The basic salary of part-time staffs is granted by their original units, while their bonus granted according to the amount of work by the Institute.
 
1) The full-time administrative management staffs are set by the Institute according to work requirement and are required to sign the employment contract.
2) The responsibility and right of full-time administrative management staffs:
  - Taking charge of daily administrative management affairs and reporting the job to the leaders of the Institute in time;
  - Collecting and Summarizing the advices and suggestions of the members within the Institute and reporting the situation to leaders in time;
  - Ensuring the scientific research working conditions of researchers;
  - Keeping pace with the development and reformation of similar institutes domestically and abroad, making suggestions on the revisal of management regulations of the Institute;
  - The management staffs qualified with these conditions above can take part in the research of the Institute.
 
6.     Recruitment and Functions & Power of Full-Time Administrators for Books and Reference Materials (Data Center)
1) The only one full-time administrator for books and reference materials (Data Center) is  recruited by the Institute according to work requirement, and is required to sign the employment contract with the Institute.
2) The responsibility and right of full-time administrator for books and reference materials (Data Center):
  - Providing with data, book and reference material services for the researches of full-time and part-time researchers, ensuring proper use of data, books and reference materials needed by projects of the Institute;
  - Keeping close contact with university library and other organizations of books and reference materials, facilitating researchers’ reference to books and documents of other organizations; providing project team members with document retrieval on special topics, and participating in the exploitation of academic information of the Institute, especially data collection;
  - Tracing the publishing of relevant academic publications at home and abroad through the internet, providing with latest academic information for researchers;
  - Taking charge of the online publishing of academic information of the Institute and daily maintenance of AMESD website;
 
7.     Evaluations, Rewards and Punishments of Staffs within AMESD
1) The rewards and punishments to the Vice Dean, the Directors of research centers, the researchers, full-time administrative management staffs and administrators for books and reference materials are decided by the Dean according to opinions of direct personnel leaders, assessment group appointed by the Dean, and relevant contract and regulations on rewards and punishments.
2) The achievement evaluation of members within AMESD is carried out based on relevant rules and regulations.
3) If one has disagreement on the achievement evaluation of himself or other persons, he can apply to the Dean’s Official Conferences for reconsideration; if there is still disagreement, one can apply arbitration by the Academic Committee whose decision is the final result.
 
Article 5 Distribution System
1. Adhering to the principles of “making regulations according to position”, “distributing salary   according to one’s work” and “more work more gain”, the Institute follows integrated distribution system with both incentives and guiding efforts, correlates post responsibility, research achievement and work achievement with actual salary, so as to boost the initiative of researchers and administrative management staffs and encourage the researchers to make more and better achievements.
2. AMESD sets up award fund for research achievements, gives one-time awards to excellent   and society-influential achievements on the basis of tracing the project achievements after the evaluation of the Academic Committee.
This Regulation will go into effect as of the day of promulgation.
