Regulations on Project Finalization Management for Scientific Research Projects of AMESD, CUEB


 
According to the management measures on scientific research projects of CUEB, all kinds of scientific research projects should undergo acceptance review for project finalization after obtaining corresponding achievements. The following regulations will be executed if the projects cannot be completed before the deadline for project finalization:
Article 1 If the projects cannot be completed due to objective reasons, the person in charge shall submit written application to the Scientific Research Department, and execute the following items:
1.To postpone project finalization, the person in charge shall apply in written form two months earlier before the scheduled deadline and get the approval from Competent Department after reported by the Scientific Research Office of CUEB. Unapproved projects cannot be postponed, and shall be withdrawn according to Article 3 if not completed on time.  
2 All kinds of projects are allowed to postpone only once, the limited period is no more than 2 years for national projects, no more than 1 year for provincial projects, and no more than 6 months for projects at committee, office and bureau level[j1] .
3.Postponed projects finished within the postponing period will be regarded as normal finalized project, and will be awarded with allowance and supporting fund. Otherwise, it will be withdrawn according to Article 3.
Article 2 If the project cannot be completed without proper reasons, and the project person in charge doesn’t not submit postponing application or still fails to complete the project within the limited period after applying for postponing, the following measures will be executed:
 1. If the final project is completed in 6 to 12 months later than the planned time, it won’t enjoy the incentive allowance, however, the supporting fund will still be appropriated according to relevant regulations if the project is completed during this period of time.
 2. If the project is completed in more than 12 months and less than 18 months later than the deadline, both the incentive allowance and supporting fund will no longer be appropriated.
 3. If the project still cannot be completed in 18 months later than the deadline, it will be withdrawn according to Article 3.
Article 3 Regulations on Project Withdrawal
 1. The Scientific Research Department requires the person in charge to submit project withdrawal report in written form detailing project implementation;
 2. The Scientific Research Office informs the Finance Department to retrieve 60% of approved project fund. If there is less than 60% left in the project account, the balance shall be retrieved according to the following formula:
    Retrieved Fund = Amount of Approved Fund * 60% - Account Balance
3.The fund to retrieve will be retrieved from other project account of the person in charge; if  he/she has no other research fund, the Scientific Research Office shall inform the Finance Department to deduct from the revenue of the department/school where person in charge works or the fund of the Dean (Director).
The retrieved project fund shall be dealt with based on regulations of competent authority, or transferred to the account of scientific research to support the projects short of fund.
4.To maintain the credibility of the scientific research efforts of CUEB, the person in charge with his project withdrawn is not allowed to apply for new projects of all kinds and compete for research model two years since the project withdrawal. They shall also be subject to penalty by competent department.
5.The incentive allowance and supporting fund already appropriated will be retrieved according to “Measures on the Management of Scientific Research Award”, “Decision on Increasing Incentives for Horizontal and Vertical Projects”.
Article 4 The Regulation is subject to the interpretation of the Scientific Research Department and shall go into effect as of the day of promulgation.
